Responsible growth is about protecting the small-town feel, open spaces, and safe neighborhoods that brought us all to Castle Rock. To tackle growth effectively, we must start by understanding what local government can and cannot legally do.
Annexations & Rezoning Requests are Discretionary: Town Council is never forced to annex new land into town boundaries or grant rezoning changes to higher density. Council holds full legislative authority to evaluate each request against our town’s Master Plan and vote based on what best serves our community.
Existing Zoning & Property Rights are Legally Protected: Private property owners have constitutional rights to develop land according to its already established zoning. When a proposed project fully complies with existing codes, Town Council cannot arbitrarily vote "no" without exposing taxpayers to costly litigation.
Rather than relying on campaign slogans that ignore state law, effective governance means using the full legal leverage of Town Council to control how our community expands.
Understanding how our town is funded puts growth and town services into proper financial perspective.
When you open your annual property tax bill, it’s easy to assume Town Hall receives a large share. In reality, Castle Rock receives only a tiny fraction of those funds—roughly $5.50 to $6.00 per $100,000 of a home’s market value each year. The vast majority of your property tax goes directly to the Douglas County School District, Douglas County government, Douglas County Libraries, and local Metro Districts created to finance neighborhood infrastructure.
Because property taxes account for less than 2% of total town revenue, Castle Rock relies overwhelmingly on our local municipal sales tax (4.2%) and developer impact fees to fund police officers, firefighters, road repairs, and parks.
This financial structure requires thoughtful, balanced economic planning. To keep our community financially secure and fully fund public safety without raising tax rates on families, we must foster a vibrant local economy where small businesses thrive and residents choose to shop and dine right here in Castle Rock.
